The CDBG program provides federal funding to small cities and counties to improve infrastructure, support community facilities such as senior centers and community centers, and strengthen local economies in ways that primarily benefit low-to-moderate income persons while addressing local health and safety concerns. 

Grants are available in several categories and can be utilized for a wide range of community development initiatives.

Now Open - Public Comment Period for State of Missouri Citizen Participation Plan

July 28, 2026

The State of Missouri has revised its Citizen Participation Plan (CPP) and is seeking input on the amended plan. The draft plan is now open for public comment until August 28, 2026 at 5 p.m.

The CPP establishes the policies and procedures governing public participation in the development, amendment, implementation, and evaluation of applicable HUD-funded plans, programs, and activities administered by the Missouri Department of Economic Development (DED), the Missouri Housing Development Commission (MHDC), the Missouri Department of Health and Senior Services (DHSS), and the Missouri Department of Mental Health (DMH).

The amendments update and clarify the State’s citizen participation requirements to reflect current HUD regulations, program administration, public notice procedures, public hearing requirements, virtual participation opportunities, language access requirements, and other policy and procedural revisions.

All comments received during the public comment period will be reviewed and considered prior to adoption of the amended CPP.

CDBG FY2026 Income Limits Published and Effective June 1

The U.S. Department of Housing and Urban Development (HUD) has published the Fiscal Year 2026 Income Limits for the Community Development Block Grant (CDBG and CDBG-DR) program effective June 1, 2026.

The FY2026 Community Planning and Development (CPD) Income and Rent Limits are available now on HUD's website.

Please note that this will affect all FY2026 Competitive Cycle applications. However, CDBG applications that have been awarded before the effective date, June 1, 2026, will not be subject to the new limits.
